Certified Public Manager Program

Virgin Islands Certified Public Managers (VI-CPM™) Program

Launched in July 2013, the Virgin Islands Certified Public Managers (VI-CPM™) Program at the University of the Virgin Islands (UVI) is a collaborative effort between the Division of personnel (DOP) in the Office of the Governor and the University of the Virgin Islands Center for Excellence in Leadership and Learning (CELL).

This program, managed and delivered by UVI-CELL on both the St. Croix and St. Thomas campuses, is a nationally accredited, academic and professional development initiative and is produced in partnership with the Government of the US Virgin Islands.  In August 2014, the VI-CPM graduated 43 members in its inaugural cohort representing government sector managers in the St. Croix and St. Thomas-St. John districts.

VI-CPM classes are held on St. Thomas and St. Croix at the University of the Virgin Islands over a 14-month period.  Program participants attend classes for three (3) consecutive days monthly from 9:00 am - 4:00 pm.

The fees for the VI-CPM program are tiered based on the organization's status as a government/non-profit or private sector agency.

Government & Non-Profits:

  • Government & Non-Profit: $3,500

After the selection process has been completed, the CSA form will be provided to the GVI applicants chosen for the Program.

The VI-CPM program offers to its alumnae the rigorous academic and practical curriculum presented in a graduate program through the 210 hours of in-class instruction as well as the extensive industry research, writing assignments, and individual and group projects.  Listed below are the courses taken by students in the VI-CPM program.  All courses are taught either by UVI faculty or industry leaders with at least 15 years of related experience in the field.

Candidates for upcoming Colleague Groups must meet the following criteria in order to be considered for the Program:

To be considered for participation in a VI CPM Colleague Group, an applicant must be employed with a local or federal government agency, non-profit organization, or private sector business in the U.S. Virgin Islands. Preference is given to applicants with supervisory experience.
